Coast Guard Establishes Temporary Safety Zone for Luminsea Miami Powerboat Races in Miami Marine Stadium Harbor

The U.S. Coast Guard has issued a temporary final rule establishing a safety zone in Miami Marine Stadium Harbor, effective from October 22 to October 25, 2026. This action, outlined in a recent Federal Register entry, is a direct response to the upcoming Luminsea Miami Shootout and Races, a powerboat competition anticipated to draw approximately 60 participants and 50 spectator vessels. The measure is designed to protect participants, non-participants, vessels, and the marine environment from the inherent dangers associated with high-speed powerboat racing.

The Specifics of the Safety Zone

The temporary safety zone covers all navigable waters within Miami Marine Stadium Harbor, extending from the surface to the bottom. The geographical boundaries are precisely defined by coordinates: beginning at 25.751362, -80.173021, thence to 25.748879, -80.176015, then to 25.739098, -80.165124, and 25.741536, -80.162165, before returning along the shoreline to the starting point. These coordinates are based on the World Geodetic System (WGS 84). During the enforcement period, which runs daily from 10:00 a.m. until 11:59 p.m. between October 22 and October 25, 2026, unauthorized entry into this zone is strictly prohibited. Permission to enter must be obtained from the Captain of the Port (COTP) Sector Miami, or a designated representative, who may be a Coast Guard Patrol Commander, coxswain, petty officer, or other assisting federal, state, or local officer.

Rationale for Immediate Action

The Coast Guard's decision to establish this safety zone stems from concerns over potential hazards associated with powerboat racing, including vessel collisions, capsizing, participant ejections into the water, and interactions with spectator or transiting vessels. The Captain of the Port determined that these risks necessitate protective measures for all involved. The rule was issued as a temporary final rule without prior notice and public comment.
