DOT Reasonable Suspicion Training for Supervisors is a federally required 2-hour course that satisfies the 60/60 mandate under federal DOT regulations, including 60 minutes on recognizing drug use and 60 minutes on identifying alcohol misuse, based on specific, contemporaneous, and articulable observations of appearance, speech, behavior, and body odor.

Reasonable suspicion is a documented, fact-based determination grounded in specific, immediate, and explainable observations of an employee's appearance, speech, behavior, or body odor that suggest potential substance abuse. For example, a supervisor may observe bloodshot eyes, slurred speech, an unsteady gait, unusually aggressive behavior, a noticeable change in work performance, or the smell of alcohol. When these observations are properly documented and reported, they establish the legal basis for ordering a drug or alcohol test under federal law.

Federal law requires supervisors of safety-sensitive transportation employees to complete at least 60 minutes of drug recognition training and 60 minutes of alcohol misuse training before they can order a reasonable suspicion test. By completing this course, supervisors will be able to:

• Recognize Signs of Drug and Alcohol Use Accurately identify physical and behavioral indicators of potential substance abuse, including bloodshot eyes, slurred speech, unsteady movement, erratic behavior, and changes in attendance or work performance.
